CHEROKEE, NORTH CAROLINA - This week, Mr. Casey Cooper, Chief Executive Officer of the Cherokee Indian Hospital announced the Ribbon Cutting for the tribe’s $80 million 150,000  square foot hospital facility. The Ribbon Cutting Ceremony will be held on October 15, 2015 at 10:00 am. The project was launched nearly two years ago using an Integrated Project Delivery (IPD) agreement and partnered the Cherokee Indian Hospital Authority with Design Strategies and Robins and Morton Construction Company, with CBRE Healthcare as the owner’s representative, to build the state of the art facility. The Eastern Band of Cherokee Indians assumed responsibility for the hospital operations, organized a governing board and began oversight of the healthcare for the tribe from the Indian Health Service in 2002.
Since 2002, the Cherokee Indian Hospital Authority has transformed the model of care, improved services for tribal members and worked with the tribe to secure funding for the new facility. The new facility is wholly owned and paid for by the Eastern Band of Cherokee Indians. The Cherokee Indian Hospital has been led for the past ten years by tribal member Casey Cooper. “We believe that we can serve our community better than anyone else and we are committed to that goal,” stated Cooper. "Our tribal leadership has committed resources to improving the lives of our tribal members and this new facility is another example of that commitment. We believe that the new building will help us foster an environment of wellness so our patients don’t just come to us when they are sick, they come to us as friends and partners in wellness.”
Pharmacy will be the first department open for service in the new facility and will be accessible via walk up or a drive through window. The new pharmacy will open on October 19th.
“Our entire operation will begin seeing patients on November 16th after a phased move of equipment and resources. This move will not impact patients directly and we expect no disruption of services from Friday to Monday morning,” said Cooper.
According to Tim McCurley, Director of Project Management for CBRE Healthcare, using an IPD approach, Cherokee was able to realize $7 million worth of added value to the project and gain an additional two months from the original schedule. IPD also allowed the project team to beat the local participation (TERO) goals set by the hospital, all of which could not be done with a traditional approach.
The IPD process advocated for daily Project Implementation Meetings that included the architect, engineer, contractor, subcontractor as well as CBRE Healthcare. This format fostered integrated design and management which made reaching the budget and schedule milestones and achievements possible. These milestones and the successful delivery of the new hospital are a testament to the efficiencies and flexibility that IPD offers.
“The technology systems selected and implemented were important in supporting the tribe’s commitment to patient care,” said Linda Sadler, Principal and Senior Technology Consultant with Smith Seckman Reid, Inc., engineering design and facility consulting firm. “The IPD agreement allowed the project to purchase critical systems under budget, which allowed for value added scope.”
As Owner’s Representative, CBRE Healthcare was responsible for on-site project management, master budget and schedule development, project delivery team selection assistance, contract negotiation, project cost and schedule management, and project delivery team coordination.
The Ribbon Cutting on October 15th is open to the public. Tours will be offered immediately following the ceremony.
